A state is a set of institutions that possess the authority to make the rules that govern the people in one or more societies, having internal and external sovereignty over a definite territory. In Max Weber's influential definition, it is that organization that has a "monopoly on the legitimate use of physical force within a given territory." It thus includes such institutions as the armed forces, civil service or state bureaucracy, courts, and police.

Although the term often refers broadly to all institutions of government or rule—ancient and modern—the modern state system bears a number of characteristics that were first consolidated in western Europe, beginning in earnest in the 15th century, when the term "state" also acquired its current meaning. Thus the word is often used in a strict sense to refer only to modern political systems.

Within a federal system, the term state also refers to political units, not sovereign themselves, but subject to the authority of the larger state, or federal union, such as the "states and territories of Australia" and the "states" in the United States.

In casual usage, the terms "country," "nation," and "state" are often used as if they were synonymous; but in a more strict usage they can be distinguished:

  • Country denotes a geographical area
  • Nation denotes a people who share common customs, origins, and history. However, the adjectives national and international also refer to matters pertaining to what are strictly states, as in national capital, international law
  • State refers to set of governing institutions that has sovereignty over a definite territory

What state has the lowest property taxes?
Q. After 20 years in the Military moving from state to state and country to country and after working overseas as a civilian for the last 10 years were ready to settle down and retire. We are now looking for a state to retire to that has low property taxes, not too cold of a climate, reasonably price homes, low crime and a city no larger than 500,000 people. We do not have any kids in school so the school system is not important to us. We lived in Texas and the property taxes are high, also lived in Georgia where the property taxes are not to bad. If we had a $250,000 home in your area what would the property taxes be?

A. Here is some info.- Best and Worst States: Based on data from the 2002 census, the following five states have the lowest local property taxes per capita/year. They are Arkansas ($191), Alabama ($285), Kentucky ($376), New Mexico ($380), and Oklahoma ($425). The states with the highest local property taxes per capita/year are: New Jersey ($1,871), Connecticut ($1,733), New York ($1,402), and Rhode Island ($1,369).

If the State minimum wage is higher than the Fed minimum wage, do both posters have to be up at work ?
Q. If the State minimum wage is higher than the Federal minimum wage, do both State and Federal minimum wage workplace posters have to be displayed ? We have the State poster and the IWC poster up but not the federal one. Thanks !

Since state laws and penalties can vary a significantly, do you think justice is really being served?
Q. For instance, possession of less than an once of Marijuana in one state is a minor (I didn't use the term class and number because that also varies from state to state) misdemeanor punishable by a fine of $50.00; across the border; the same crime is punishable by up to five years in the state penitentiary ( and sentences of that length are common). Is there a Constitutional issue? Or should the states be able to impose any penalty they choose?

A. Hey Morgan R, I'm still new @ this, & have tried to get in touch. I'll keep trying. Since I live in Canada, I know in the U.S. that the laws vary State to State. That question is a yes & no for me. If one State has a higher crime rate in Drugs, it would make more sense for their Laws to be tougher for the users/buyers compared to a State that has a higher crime rate in Prostituition. Also it wouldn't seem fair if one State only gave X amount of time/fine, & another State gave twice as much for the same instance. But on the other hand it sure would make things a heck of alot easier if ALL Laws were the same everywhere because at least you'd know what the consequence was. But I don't think that States should be able to impose any penalty. [cont.]
